Heacham Parish Council News - January

Funding Request: The Parish Council agreed to support the redevelopment of the cricket pavilion with a grant of £5000.00 to be made available once all funding was in place and work started on the project.

Councillor Vacancy: There was a vacancy on the Council for a Parish Councillor, created by the resignation of Mr Skoyles. Notices of the vacancy would be posted in accordance with the regulations.

Budget 12/13: The Council approved the budget for the forthcoming year and agreed to maintain existing services at the current levels, requiring an increase on the previous year’s precept. It was noted that around 24% of expenditure would be met by income derived from rental agreements.

Parish Maintenance Officer: The Parish Council noted the appointment of a second Parish Maintenance Officer. The new person would take up their appointment in February.

Old Friends Hall: The Council noted that the OFH Management Committee had organised wood worm treatment, loft insulation and the installation of a new gas boiler. It was also the intention that the hall would be painted throughout by the end of February.

Heacham Parish Council News - December

Diamond Jubilee: The Parish Council discussed hosting a street party on the bank holiday Monday 4 June as part of the village celebrations for the Diamond Jubilee.

Gritting: The Parish Council agreed that given that there was no funding available from the County Council; it would not take on the responsibility for footpath gritting.

Highway Signs: The Parish Council agreed that it would be willing to undertake the cleaning the Highway Signs, which would net an annual payment.

Heacham Youth and Community Centre Trust: The Parish Council agreed to write to the Trustees, to request a meeting to discuss the future of the Charity.

Tescos: The Parish Council noted that members had met with Highways, the Police and Ward members to discuss what might be done to improve the junction. It was clear that the County Council did not have the funding to carry out a full review for several years.

Flood Warnings: The Parish Council agreed to write to the MP about concerns that the recent high tide warnings had not got through to residents.

Henry Bellingham MP: The Parish Council agreed to set up a meeting with Mr Bellingham as there were a number of matters of concern that they wished discussed. 

Precept for Heacham

The precept set by Heacham Parish Council for the forthcoming financial year will be £77,390.  This will result in a 2% increase on current Band D payments. The annual figure is set out below:    

2011/12: Band D £38.77                                  2012/13: Band D £39.54

1948 Olympic Torch Trail

Communities across West Norfolk will be celebrating the Olympic year as the 1948 Olympic torch is brought to 80 villages in the area.  Torchbearers will carry the torch along the 170-mile route.

The torch, carried by Olympian Paul Evans, will leave Lynnsport Sports and Leisure Park at 9 am on 2 June and make its way to Heacham around midday, where it will be the star attraction in a day filled with sporting activities.

1948 Torch Torchbearers:

You are invited to enter the draw to become one of the 6 Heacham torchbearers. The minimum age is 14 for entrants and you should be able to run/jog a mile in around 10 minutes. Applicants for the Heacham sections must all live in Heacham.  Application forms for torch bearers are available from the Parish Council Office, Heacham Library and the Social Club.  Completed forms should be returned to the Parish Council Office by 23 March 2012.

All those who carry the 1948 torch on its journey through the Borough will be given a medal, presented at 4 pm on 5 June, when the torch returns to Lynnsport.   More details on the day’s events  as well as the sponsored run will be in the March  Newsletter.

Local Elections

The Local Elections (Parishes and Communities Rules 1986) Parish of Heacham (Heacham Parish Council)   Notice is hereby given that one casual vacancy has arisen in the office of Councillor for the above Parish.   An election will be held and notice of this published, if within 14 working days of this notice, a written request that an election be held to fill the vacancies signed by 10 general electors of the Parish, is given to the Returning Officer:

The Returning Officer KL&WN Borough Council King’s Court Chapel Street Kings Lynn Norfolk PE30 1EX  

If no such request is received by the Returning Officer, the Parish Council will take the necessary steps to fill the vacancy by co-option
